Outstanding ballots
Careful — this phrase has two different meanings. Election officials use it for ballots received but not yet processed and counted (the sense in county count updates). Campaigns use it for ballots not yet returned by the voter (the sense in ballot chasing).
On this site, count-replay pages use the official sense — counties must publish those estimates during the canvass. Campaign-operations pages say 'a voter whose ballot is still out' for the campaign sense, to keep the two apart.
