Custody firewall

This site's name for the strict chain-of-custody rule California built in 1987 (SB 133): ballot-return requirements became mandatory, so a ballot returned outside the authorized methods did not count — no proof of fraud needed.

The firewall stood until 2016, when AB 1921 removed the family/household restriction and the campaign-worker prohibition. Watching the fence get built, and later partly removed, is the spine of the evolution timeline.
